| In light of the article 22 on the Environment Quality
Act (L.R.Q. ch. Q-2) and the Regulation Respecting the
Application of the Environment Quality Act (D. 1529-93,
1993 G.O. II, 7766), a certificate of authorization is
required for pesticide spraying operations. The request
for authorization must be done in accordance with the requirements
of this regulation given by the Environment Minister in
the directive 017 on pesticide use.
The Regulation Respecting the application of the Environment
Quality Act requires authorization obtained from the Quebec
Environment Minister for the sale or use before starting
pesticide applications that comprise:
- The aerial use of pesticides in a forested area or
to un-cultivated land.
- The use of pesticides in aquatic environments
provided with a superficial outlet into a hydrographic
basin.
The request for authorization procedure is familiar to
us since all contracts noted required such and approach.
Each year, requests for authorization are completed when
projects require the use of biological products and certificates
are easily obtained.
When our team in mandated, municipalities involved must
submit a Notice of Compliance that states that this type
of work does not conflict with any regulations. Our team
then takes care of obtaining the proper authorization certificate
from the Ministry of the Environment.
Our team commits to respecting private properties, access
rights and natural features of marshes, ponds, ravines
and every other natural site targeted for treatment.
We also possess all the necessary permits related to the
buying, selling and application of this class of products
(see appendices).
Finally, all mitigation procedures possible will be taken
with regards to the pesticides used. The use, transport
and storage of these products need to comply with current
regulations (Pesticides Act and Environment Quality Act
L.R.Q. ch. Q-2).
The principle measures are:
- No product will be poured/spilt on the ground during
grading and filling of spraying containers;
- The product will
be essentially directed towards treatment areas while
avoiding its spread elsewhere in the environment;
- Empty
containers will be disposed of according to the regulations
of M.E.F.;
- Sources of contained drinking water will be
avoided by keeping a distance of 60 meters;
- Public recreation
sites and private land will be spared; avoiding a
distance of 60 m from the perimeter;
- The products will be handled
in secure fashion according to Material Safety Data
Sheets (MSDS);
- Vehicles used by our personnel will be clearly
identified;
- The personnel will be instructed to carry
out their work with courtesy and with respect to
private property owners;
- Technicians will maintain lines of communication
via radio/cell phones at all times.
